CHIP bill would help more Utah kids get health insurance

A bill passed by the House Wednesday to reauthorize the Children's Health Insurance Program (CHIP) for four-and-a-half years would help an additional 35,900 Utah kids get health coverage, reducing the ranks of uninsured children in the state by 34 percent, according to a new Families USA report.

The measure, which is expected to be taken up soon by the Senate, comes as many Americans are losing their jobs and their health insurance, said Ron Pollock, executive director of the not-for-profit health advocacy organization. For every 1 percent the nation's unemployment rate rises, an estimated 600,000 children become uninsured.

"The increase in coverage is rather substantial and it truly does result in a down payment toward broader health care reform," Pollock said in a news briefing Thursday.

More children would become insured, in part, because the bill would make it easier for the children of legal immigrants to get CHIP, he said.

Current federal law bans legal immigrants from public health insurance programs until they've been in the country for at least five years. After that, states can include the income of sponsoring families, making it difficult for many to meet income guidelines.

Karen Crompton, executive director of Utah Voices for Children, said while she is encouraged by the legislation, the state needs to redouble enrollment efforts. Even without the proposed expansion in eligibility, Utah's CHIP program, which has year-round open enrollment, is hardly full.

"We've got about 90,000 uninsured kids in this state. The majority are likely eligible for CHIP or Medicaid, so first, let's just get those enrolled," she said. "(Our) second job: Let's make a commitment to getting all kids covered as a first step in health system reform."

CHIP, created in 1997, was due to be reauthorized in 2007. Twice that year Congress passed legislation to continue the program and expand its scope, but President George Bush vetoed the bills.

CHIP has continued to operate under an extension expiring in March.

The expansion in coverage would be paid for by a 61-cent increase in the federal tobacco tax -- now 39 cents -- and by placing a restriction on doctors referring Medicare patients to physician-owned specialty centers, Pollock said.

Israeli forces shell UN office in Gaza

GAZA CITY, Gaza Strip – Israeli artillery shells struck the U.N. headquarters in the Gaza Strip on Thursday, setting a food warehouse ablaze and drawing a sharp rebuke from the visiting U.N. chief who called it an "outrage." Another Israeli bombardment killed Hamas' head of security.

The attack added to a day of deadly chaos pitting Israeli troops against Islamic militants. Terrified residents huddled in shelters and stairwells, or scooped up toddlers and fled on foot.

After nightfall, shells landed near Gaza City's Quds Hospital, where many families had sought refuge, and the building caught fire, forcing staff to evacuate hundreds of people. According to a hospital medic, some patients were pushed down the street on gurneys; a few held white flags.

The destruction added to what aid groups say is a humanitarian crisis in Gaza and ratcheted up tensions between Israel and the international community even as diplomats indicated progress in cease-fire talks.

Warfare continued Friday. Before dawn, Israeli aircraft struck about 40 targets all over Gaza, according to military officials speaking on condition of anonymity because an official announcement hadn't been released. No casualties were immediately reported.

Israeli Foreign Minister Tzipi Livni was departing Thursday night for Washington to discuss a Gaza cease-fire with Secretary of State Condoleezza Rice. The United States and Egypt have been working to forge an agreement to end 20 days of bitter fighting.

High-level Israeli envoy Amos Gilad discussed that cease-fire plan in Cairo Thursday with Egyptian officials. After he consulted with Israeli leaders on returning to Jerusalem, they ordered him back to Cairo Friday for further talks, Prime Minister Ehud Olmert's office said.

The U.N. compound, made up of workshops and warehouses as well as offices, was struck about a half-dozen times over a roughly two-hour period while more than 700 civilians were sheltering there, said John Ging, head of Gaza operations for the U.N. Relief and Works Agency.

The civilians were huddling in the compound's vocational training center when it was struck by a tank round or an artillery shell, causing the three injuries, Ging said. Throughout this time, he said, U.N. officials were frantically contacting Israeli officials to urge an end to the firing on the U.N. compound.

Olmert said Hamas militants opened fire from the U.N. compound. "It is absolutely true that we were attacked from that place, but the consequences are very sad and we apologize for it," he said. The military said it was still investigating.

The attack triggered a raging fire that engulfed a warehouse and destroyed thousands of pounds of food and other aid intended for Gaza's beleaguered citizens. Workers with fire extinguishers and Palestinian firefighters, some wearing bulletproof jackets, struggled to douse flames and tugged bags of flour from the debris.

Fuel supplies and cars in a garage also went up in flames.

Ging said the contacts with Israeli officials were made under a new liaison system aimed at preventing any attack similar to the shelling at a U.N. school in northern Gaza earlier this month that killed about 40 people. At the time, Israel said militants had fired on army positions from the area.

An Israeli airstrike killed Interior Minister Said Siam, a key figure in Hamas who oversaw thousands of security agents, Hamas TV said. A top aide, Siam's brother and his brother's family also were killed.

"We are talking about a key person in terms of logistics in the field, and also in the political sense," said Bassem Zbeidy, a Hamas expert in the West Bank.

He said Siam's death was a "huge loss for Hamas," but noted that the movement is easily capable of generating new leaders, often more radical than their predecessors.

Israel's intense assaults Thursday seemed to reflect an extra push to pressure Hamas negotiators into making concessions on a cease-fire and punish the militant group as much as possible before any end to hostilities.

Israel launched the offensive Dec. 27 to end Hamas rocket attacks on Israel. Gaza medics say about 1,100 Palestinians, half of them civilians, have died; 13 Israelis have also been killed.

U.N. Secretary-General Ban Ki-moon, visiting Israel, said Israeli Defense Minister Ehud Barak told him the attack on the U.N. compound was a "grave" error and apologized for it.

"I conveyed my strong protest and outrage to the defense minister and foreign minister and demanded a full explanation," said Ban, who arrived Thursday from Egypt.

Israel's chief military spokesman, Brig. Gen. Avi Benayahu, said the military had not clarified the incident and that an investigation was under way.

"If it becomes clear that we returned shots at the source of fire, we will say so, and if it turns out we operated by mistake, we will not hesitate to confess," Benayahu told Israeli television.

Ging described the Israeli claim as "total nonsense" and "typical misinformation."

He said his staff in Tel Aviv was told by the Israeli liaison office "that there were no militants in the compound. There were militants operating ... in the area, but no militants or any firing from our compound. That's the official position of the Israeli authorities that deal with us. It happens, to my knowledge here, to be representative of the facts."

U.N. officials said hundreds of people sheltering in the compound were forced to flee, and that the Israeli shells contained white phosphorus, an incendiary agent that can cause horrific injuries. After the shelling, fire spread to nearby fuel tankers in the compound, triggering another massive blast.

The U.N. compound distributes food aid to hundreds of thousands of Palestinians in the tiny seaside territory of 1.4 million people.

Ging said the U.N. had warned the Israeli military that the compound was in peril from shelling that had begun overnight. U.N. officials say they have provided Israel with GPS coordinates of all U.N. installations in Gaza to prevent such attacks.

The U.N. Security Council expressed "grave concern" and requested a briefing from U.N. officials.

"We are calling all parties to respect international humanitarian law and especially to ensure the protection of civilians," said Jean-Maurice Ripert, France's U.N. ambassador.

An artillery shell hit the Quds Hospital pharmacy, and another shell landed on its front steps early in the day. It caught fire after nightfall, forcing the evacuation.

"There's gunfire, and warplanes above us," medic Abdul Aziz Aishe said by cell phone as he and a group of people fled. Ambulances ferried them to another hospital.

Dr. Moaiya Hassanain, a Gaza health official, said at least 70 people were killed or died of wounds throughout Gaza on Thursday.

Israeli shells also hit five high-rise apartment buildings and a building housing media outlets in Gaza City, injuring several journalists.

Bullets hit a building housing offices of The Associated Press, entering a room where two staffers were working but wounding no one. The Foreign Press Association, representing journalists covering Israel and the Palestinian territories, demanded a halt to attacks on press buildings.

The army had collected the locations of media organizations at the outset of fighting to avoid such attacks.

Gaza City resident Sami Helu, 34, was evacuated by the international Red Cross after he, his wife and 8-year-old daughter sheltered from withering fire around their apartment in the Tel Hawwa neighborhood. During the escape, he saw cars and buildings gutted by fire, bomb craters, speeding ambulances and fallen electricity poles.

"I saw suitcases abandoned, I think from people fleeing the area," Helu said. "There was a car still running, there was some money inside."

Israeli police said 20 rockets hit southern Israel, injuring 10 people. Five of the wounded were in a car in the city of Beersheba.

Olmert's office said Rice telephoned him, and he told her Israel hoped Egyptian mediators could help bring about a cease-fire and an end to weapons smuggling. The statement said Rice, who leaves office Tuesday, told Olmert that the U.S. was willing to help resolve the smuggling issue.

The Bush administration was racing in its final days to negotiate a deal on American support for mediation efforts under which the U.S. would give technical support and expertise to prevent Hamas from rearming, said U.S. and Israeli diplomats.

The diplomats spoke on condition of anonymity due to the sensitivity of the talks.

Israel wants a total end to Hamas' rocket launches into Israel and an arms embargo on Gaza's militant rulers. Hamas has demanded an immediate Israeli withdrawal from Gazaborder crossings. and the opening of blockaded

"These are our demands and we don't accept any political movement that does not accept them," the movement's top political leader, Khaled Mashaal, said in a televised address from his headquarters in Damascus, Syria.

Ban said Israel was preparing to decide soon on whether to accept a cease-fire.

"I hope that decision will be the right one," he said after meeting Israeli President Shimon Peres.

In addition to the attack on the U.N. office, Israel shells landed next to a U.N. school in another Gaza City neighborhood, wounding 14 people who had sought sanctuary there, medics and firefighters said.

Hikmah Shalat Tahajud, bisa atasi kanker?

Sebuah penelitian ilmiah membuktikan, shalat tahajjud membebaskan seseorang dari pelbagai penyakit. Berbahagialah Anda yang rajin shalat tahajjud. Di satu sisi pundi-pundi pahala Anda kian bertambah, di sisi lain, Anda pun bisa memetik keuntungan jasmaniah. Insya Allah, Anda bakal terhindar dari pelbagai penyakit . Itu bukan ungkapan teoritis semata, melainkan sudah diuji dan dibuktikan melalui penelitian ilmiah. Penelitinya dosen Fakultas Tarbiyah IAIN Sunan Ampel Surabaya, Mohammad Sholeh, dalam usahanya meraih gelar doktor. Sholeh melakukan penelitian terhadap para siswa SMU Lukmanul Hakim Pondok Pesantren Hidayatullah Surabaya yang secara rutin memang menunaikan shalat tahajjud.

Ketenangan
Shalat tahajjud yang dilakukan di penghujung malam yang sunyi, kata Sholeh, bisa mendatangkan Ketenangan. Sementara ketenangan itu sendiri terbukti mampu meningkatkan ketahanan tubuh imunologik, mengurangi resiko terkena penyakit jantung dan meningkatkan usia harapan hidup. Sebaliknya, bentuk-bentuk tekanan mental seperti Stres maupun Depresi membuat seseorang rentan terhadap berbagai penyakit, infeksi dan mempercepat perkembangan sel kanker serta meningkatkan metastasis (penyebaran sel kanker). Tekanan mental itu sendiri terjadi akibat gangguan irama sirkadian (siklus bioritmik manusia) yang ditandai dengan peningkatan Hormon Kortisol. Perlu diketahui, Hormon Kortisol ini biasa dipakai sebagai tolok ukur untuk mengetahui kondisi seseorang apakah jiwanya tengah terserang stres, depresi atau tidak. Untungnya, kata Sholeh, Stres Bisa Dikelola. Dan pengelolaan itu bisa dilakukan dengan cara edukatif atau dengan cara Teknis Relaksasi atau Perenungan/Tafakur dan umpan balik hayati (bio feed back). "Nah, shalat tahajjud mengandung aspek meditasi dan relaksasi sehingga dapat digunakan sebagai coping mechanism atau pereda stres yang akan meningkatkan ketahanan tubuh seseorang secara natural", jelas Sholeh dalam disertasinya berjudul Pengaruh Shalat Tahajjud Terhadap Peningkatan Perubahan Respon Ketahanan Tubuh Imunologik.

Tahajjud harus secara Ikhlas & Kontinyu
Namun pada saat yang sama, shalat tahajjud pun Bisa Mendatangkan Stres, terutama bila Tidak Dilaksanakan Secara Ikhlas dan Kontinyu. "Jika tidak dilaksanakan dengan ikhlas, bakal terjadi kegagalan dalam menjaga homeostasis atau daya adaptasi terhadap perubahan pola irama pertumbuhan sel yang normal, tetapi jika dijalankan dengan ikhlas dan kontinyu akan sebaliknya", katanya kepada Republika. Dengan begitu, keikhlasan dalam menjalankan shalat tahajjud menjadi sangat penting. Selama ini banyak kiai, dan intelektual berpendapat bahwa ikhlas adalah persoalan mental-psikis. Artinya, hanya Allah swt yang mengetahui dan mustahil dapat dibuktikan secara ilmiah. Namun lewat penelitiannya, Sholeh berpendapat lain. Ia yakin, secara medis, ikhlas yang dipandang sebagai sesuatu yang misteri itu bisa dibuktikan secara kuantitatif melalui indikator sekresi hormon kortisol. "Keikhlasan Anda dalam shalat tahajjud dapat dimonitor lewat irama sirkadian, terutama pada sekresi hormon kortisolnya", kata pria yang meraih gelar doktor pada bidang psikoneoroimunologi dari Fakultas Kedokteran Universitas Airlangga ini. Dijelaskan Sholeh, jika ada seseorang yang merasakan sakit setelah menjalankan shalat tahajjud, besar kemungkinan itu berkaitan dengan niat yang tidak ikhlas, sehingga gagal terhadap perubahan irama sirkadian tersebut. Gangguan adaptasi itu tercermin pada sekresi kortisol dalam serum darah yang seharusnya menurun pada malam hari. Apabila sekresi kortisol tetap tinggi, maka produksi respon imunologik akan menurun sehingga berakibat munculnya gangguan kesehatan pada tubuh seseorang. Sedangkan sekresi kortisol menurun, maka indikasinya adalah terjadinyaproduksi respon imunologik yang meningkat pada tubuh seseorang. Niat yang tidak ikhlas, kata Sholeh, akan menimbulkan Kekecewaan, Persepsi Negatif, dan Rasa Tertekan. Perasaan negatif dan tertekan itu menjadikan seseorang rentan terhadap serangan stres. Dalam kondisi stres yang berkepanjangan yang ditandai dengan tingginya sekresi kortisol, maka hormon kortisol itu akan bertindak sebagai imunosupresif yang menekan proliferasi limfosit yang akan mengakibatkan imunoglobulin tidak terinduksi. Karena imunoglobulin tidak terinduksi maka sistem daya tahan tubuh akan menurun sehingga rentan terkena infeksi dan kanker. Kanker, seperti diketahui, adalah pertumbuhan sel yang tidak normal. "Nah, kalau melaksanakan shalat tahajjud dengan ikhlas dan kontinyu akan dapat merangsang pertumbuhan sel secara normal sehingga membebaskan pengamal shalat tahajjud dari berbagai penyakit dan kanker (tumor ganas)," kata alumni Pesantren Lirboyo Kediri Jatim ini. Menurutnya, shalat tahajjud yang dijalankan dengan tepat, kontinyu, khusuk, dan ikhlas dapat menimbulkan persepsi dan motivasi positif sehingga menumbuhkan coping mechanism yang efektif. Sholeh menjelaskan, respon emosional yang positif atau coping mechanism dari pengaruh shalat tahajjud ini berjalan mengalir dalam tubuh dan diterima oleh batang otak. Setelah diformat dengan bahasa otak, kemudian ditrasmisikan ke salah satu bagian otak besar yakni Talamus. Kemudian, Talamus menghubungi Hipokampus (pusat memori yang vital untuk mengkoordinasikan segala hal yang diserap indera) untuk mensekresi GABA yang bertugas sebagai pengontrol respon emosi, dan menghambat Acetylcholine, serotonis dan neurotransmiter yang lain yang memproduksi sekresi kortisol. Selain itu, Talamus juga mengontak prefrontal kiri-kanan dengan mensekresi dopanin dan menghambat sekresi seretonin dan norepinefrin. Setelah terjadi kontak timbal balik antara Talamus-Hipokampus-Amigdala-Prefrontal kiri-kanan, maka Talamus mengontak ke Hipotalamus untuk mengendalikan sekresi kortisol.

Menyingkap 1001 Hikmah Shalat Subuh

“Sesungguhnya amal manusia yang pertama kali dihisab pada hari kiamat adalah shalatnya” Jika shalatnya baik, maka baik pula seluruh amalnya; dan kalau jelek, maka jeleklah seluruh amalnya. Bagaimana mungkin seorang mukmin mengharapkan kebaikan di akhirat, sedang pada hari kiamat bukunya kosong dari shalat Subuh tepat waktu?

“Sesungguhnya shalat yang paling berat bagi orang munafik adalah shalat Isya’ dan shalat Subuh. Sekiranya mereka mengetahui apa yang terkandung di dalamnya, niscaya mereka akan mendatangi keduanya (berjamaah di masjid) sekalipun dengan merangkak” [HR Al-Bukhari dan Muslim]

Shalat Subuh memang shalat wajib yang paling sedikit jumlah rekaatnya; hanya dua rekaat saja. Namun, ia menjadi standar keimanan seseorang dan ujian terhadap kejujuran, karena waktunya sangat sempit (sampai matahari terbit)

Ada hukuman khusus bagi yang meninggalkan shalat Subuh. Rasulullah saw telah menyebutkan hukuman berat bagi yang tidur dan meninggalkan shalat wajib, rata-rata penyebab utama seorang muslim meninggalkan shalat Subuh adalah tidur.

“Setan melilit leher seorang di antara kalian dengan tiga lilitan ketika ia tidur. Dengan setiap lilitan setan membisikkan, ‘Nikmatilah malam yang panjang ini’. Apabila ia bangun lalu mengingat Allah, maka terlepaslah lilitan itu. Apabila ia berwudhu, lepaslah lilitan yang kedua. Kemudian apabila ia shalat, lepaslah lilitan yang ketiga, sehingga ia menjadi bersemangat. Tetapi kalau tidak, ia akan terbawa lamban dan malas”.

“Berikanlah kabar gembira kepada orang-orang yang banyak berjalan dalam kegelapan (waktu Isya’ dan Subuh) menuju masjid dengan cahaya yang sangat terang pada hari kiamat” [HR. Abu Dawud, At-Tarmidzi dan Ibnu Majah]

Allah akan memberi cahaya yang sangat terang pada hari kiamat nantinya kepada mereka yang menjaga Shalat Subuh berjamaah (bagi kaum lelaki di masjid), cahaya itu ada dimana saja, dan tidak mengambilnya ketika melewati Sirath Al-Mustaqim, dan akan tetap bersama mereka sampai mereka masuk surga, Insya Allah.

“Shalat berjamaah (bagi kaum lelaki) lebih utama dari shalat salah seorang kamu yang sendirian, berbanding dua puluh tujuh kali lipat. Malaikat penjaga malam dan siang berkumpul pada waktu shalat Subuh”. “Kemudian naiklah para Malaikat yang menyertai kamu pada malam harinya, lalu Rabb mereka bertanya kepada mereka - padahal Dia lebih mengetahui keadaan mereka - ‘Bagaimana hamba-2Ku ketika kalian tinggalkan ?’ Mereka menjawab, ‘Kami tinggalkan mereka dalam keadaan shalat dan kami jumpai mereka dalam keadaan shalat juga’. ” [HR Al-Bukhari]

Sedangkan bagi wanita - walau shalat di masjid diperbolehkan - shalat di rumah adalah lebih baik dan lebih banyak pahalanya, yaitu yang mengerjakan shalat Subuh pada saat para pria sedang shalat di masjid. Ujian yang membedakan antara wanita munafik dan wanita mukminah adalah shalat pada permulaan waktu.

“Barang siapa yang menunaikan shalat Subuh maka ia berada dalam jaminan Allah. Shalat Subuh menjadikan seluruh umat berada dalam jaminan, penjagaan, dan perlindungan Allah sepanjang hari. Barang siapa membunuh orang yang menunaikan shalat Subuh, Allah akan menuntutnya, sehingga Ia akan membenamkan mukanya ke dalam neraka” [HR Muslim, At-Tarmidzi dan Ibnu Majah]

Banyak permasalahan, yang bila diurut, bersumber dari pelaksanaan shalat Subuh yang disepelekan. Banyak peristiwa petaka yang terjadi pada kaum pendurhaka terjadi di waktu Subuh, yang menandai berakhirnya dominasi jahiliyah dan munculnya cahaya tauhid. “Sesungguhnya saat jatuhnya adzab kepada mereka ialah di waktu Subuh; bukankah Subuh itu sudah dekat?” (QS Huud:81)

Rutinitas harian dimulainya tergantung pada pelaksanaan shalat Subuh. Seluruh urusan dunia seiring dengan waktu shalat, bukan waktu shalat yang harus mengikuti urusan dunia.

“Jika kamu menolong (agama) Allah, maka ia pasti akan menolongmu dan meneguhkan kedudukanmu” (QS Muhammad : 7)

“Sungguh Allah akan menolong orang yang menolong agamanya, sesungguhnya Allah Maha Kuat dan Maha Perkasa” (QS Al-Hajj:40)

TIPS MENJAGA SHALAT SUBUH :

Ikhlaskan niat karena Allah, dan berikanlah hak-hak-Nya
Bertekad dan introspeksilah diri Anda setiap hari
Bertaubat dari dosa-dosa dan berniatlah untuk tidak mengulangi kembali
Perbanyaklah membaca doa agar Allah memberi kesempatan untuk shalat Subuh
Carilah kawan yang baik (shalih)
Latihlah untuk tidur dengan cara yang diajarkan Rasulullah saw (tidur awal; berwudhu sebelum tidur; miring ke kanan; berdoa)
Mengurangi makan sebelum tidur serta jauhilah teh dan kopi pada malam hari
Ingat keutamaan dan hikmah Subuh; tulis dan gantunglah di atas dinding
Bantulah dengan 3 buah bel pengingat(jam weker; telpon; bel pintu)
Ajaklah orang lain untuk shalat Subuh dan mulailah dari keluarga

Jika Anda telah bersiap meninggalkan shalat Subuh, hati-hatilah bila Anda berada dalam golongan orang-orang yang tidak disukai Allah untuk pergi shalat. Anda akan ditimpa kemalasan, turun keimanan, lemah dan terus berdiam diri.

Mengenal Keampuhan Sholawat Nariyah

Sholawat Nariyah adalah sebuah sholawat yang disusun oleh Syekh Nariyah. Syekh yang satu ini hidup pada jaman Nabi Muhammad sehingga termasuk salah satu sahabat nabi. Beliau lebih menekuni bidang ketauhidan. Syekh Nariyah selalu melihat kerja keras nabi dalam menyampaikan wahyu Allah, mengajarkan tentang Islam, amal saleh dan akhlaqul karimah sehingga syekh selalu berdoa kepada Allah memohon keselamatan dan kesejahteraan untuk nabi. Doa-doa yang menyertakan nabi biasa disebut sholawat dan syekh nariyah adalah salah satu penyusun sholawat nabi yang disebut sholawat nariyah.

Suatu malam syekh nariyah membaca sholawatnya sebanyak 4444 kali. Setelah membacanya, beliau mendapat karomah dari Allah. Maka dalam suatu majelis beliau mendekati Nabi Muhammad dan minta dimasukan surga pertama kali bersama nabi. Dan Nabi pun mengiyakan. Ada seseorang sahabat yang cemburu dan lantas minta didoakan yang sama seperti syekh nariyah. Namun nabi mengatakan tidak bisa karena syekh nariyah sudah minta terlebih dahulu.

Mengapa sahabat itu ditolak nabi? dan justru syekh nariyah yang bisa? Para sahabat itu tidak mengetahui mengenai amalan yang setiap malam diamalkan oleh syekh nariyah yaitu mendoakan keselamatan dan kesejahteraan nabinya. Investors to buy IndyMac - $13.9B

NEW YORK (CNNMoney.com) -- The Federal Deposit Insurance Corp. announced Friday that it had struck a deal to sell failed mortgage lender IndyMac to a group of private investment firms for $13.9 billion.

The buyers include buyout specialist J.C. Flowers & Co. and hedge fund Paulson & Co., which focuses on distressed assets, as well as the private investment firm managing computer mogul Michael Dell's fortune and a fund managed by financier George Soros.

The Pasadena, Calif.-based bank will be controlled by IMB Management Holdings, led by Steven Mnuchin, who is chair and co-chief executive of Dune Capital Management. Terry Laughlin, who headed Merrill Lynch Bank & Trust, will serve as chief executive of IndyMac.

The investors could not be reached for comment.

IndyMac's failure, one of the largest in U.S. history, will cost the FDIC between $8.5 billion and $9.4 billion, in line with the agency's previous estimates. The transaction is expected to close sometime in the next three months.

The bank, which specialized in Alt-A loans made to borrowers who did not need to verify their income or assets, collapsed in July after defaults skyrocketed and depositors made a run on the bank.

The buyers will inject $1.3 billion in capital into the bank. The FDIC has also agreed to share the losses on a portfolio of loans, mainly mortgages, with IMB Management. The buyers will take responsibility for the first 20% of losses, and the FDIC will cover the majority of additional losses.

"We have assembled a group of experienced private investors in financial services to acquire the former IndyMac and operate it under new management with extensive banking experience," said Mnuchin. "At closing, we will inject significant private capital into IndyMac so that it can once again effectively serve its customers and communities."

WASHINGTON — The health insurance industry said Wednesday that it would support a health care overhaul requiring insurers to accept all customers, regardless of illness or disability. But in return, the industry said, Congress should require all Americans to have coverage.

The proposals, put forward by the insurers’ two main trade associations, have the potential to reshape and advance the debate over universal health insurance just as President-elect Barack Obama prepares to take office.

In separate actions, the two trade groups, America’s Health Insurance Plans and the Blue Cross and Blue Shield Association, announced their support for guaranteed coverage for people with pre-existing medical conditions, in conjunction with an enforceable mandate for individual coverage.

In the absence of such a mandate, insurers said, many people will wait until they become sick before they buy insurance.

Members of Congress said Wednesday that they wanted to pass legislation next year, as proposed by Mr. Obama, to expand coverage and rein in health care costs.

The new position taken by the insurance industry — the industry that helped sink President Bill Clinton’s plan for universal health coverage in 1994 — could ease the way for passage of such legislation.

But the industry’s position differs from that of Mr. Obama in one significant respect. Insurers want the government to require everyone to have and maintain insurance. By contrast, Mr. Obama would, at least initially, apply the requirement only to children.

In the race for the Democratic presidential nomination, that was a major point of contention between Mr. Obama and Senator Hillary Rodham Clinton of New York. Mrs. Clinton said that everyone should be required to have coverage. Mr. Obama said he wanted to be certain that insurance was affordable and available to all before considering such a broad requirement.

Asked on Wednesday for reaction to the insurance industry’s proposals, Tommy Vietor, a spokesman for the Obama transition team, said, “We are declining comment.” Mr. Vietor cited Mr. Obama’s view that “we have only one president at a time.”

In many cases, people with cancer, diabetes, traumatic brain injuries or other serious afflictions have found that they cannot obtain health insurance at any price.

Research suggests that some insurers turn down 10 percent or more of applicants for individual coverage because of their pre-existing medical conditions.

Donald G. Hamm Jr., president of Assurant Health, explained why the industry thought an individual mandate must be coupled with any ban on such underwriting practices.

“In the individual market, people can choose whether or not to apply for coverage,” Mr. Hamm said in an interview. “If they know they can obtain coverage at any time, many will wait until they get sick to apply for it. That increases the price for everyone.”

Insurers say that is just what happened in several states that prohibited insurers from turning down applicants on the basis of their health status.

The new policy statements are silent on two important issues: how to enforce an individual mandate and how to regulate insurance prices, or premiums.

Alissa Fox, a vice president of the Blue Cross and Blue Shield Association, said the individual mandate was an indispensable corollary of any approach forbidding insurers to reject applicants because of health status.

“Insurance works best when everyone is in the pool,” Ms. Fox said. “You need healthy people in the insurance pool to help pay for sicker individuals who are much more motivated to buy coverage.”

Insurers did not say how the government should enforce an individual mandate: whether through fines, tax penalties or other means. Politicians have also been reluctant to specify details of enforcement, which could prove highly unpopular.

Some of these contracts agreement has been cancelled by the importir. Our exportir was begun difficulty to realize their export market to the overseas like USA and European market. It caused by no more L/C-guarantee from the importir. Some of the importir has been implementing some regulation for consignee system only for our products, it means that the payment will be realize if the products was sold. It is very worse condition for our exportir growth and the government must be solving the problem by quickly to guarantee the payment by another system. For the informastion that on August 2008, export value for non-migas sector was reached US$ 9,56 billion and US$ 1 billion was contributed by USA market.

Barack Obama was born at the Kapi'olani Medical Center for Women & Children in Honolulu, Hawaii,^[1] to Barack Obama, Sr., a Luo from Nyang’oma Kogelo, Nyanza Province, Kenya, and Ann Dunham, a white American from Wichita, Kansas^[2] of mainly English, Irish and smaller amounts of German descent.^[3]^[4]^[5] His parents met in 1960 while attending the University of Hawaii at Manoa, where his father was a foreign student.^[6]^[7] The couple married February 2, 1961;^[8] they separated when Obama was two years old and subsequently divorced in 1964.^[7] Obama's father returned to Kenya and saw his son only once more before dying in an automobile accident in 1982.^[9]

After her divorce, Dunham married Lolo Soetoro, and the family moved to Soetoro's home country of Indonesia in 1967, where Obama attended local schools, such as Asisi, in Jakarta until he was ten years old. He then returned to Honolulu to live with his maternal grandparents, Madelyn and Stanley Dunham, while attending Punahou School from the fifth grade in 1971 until his graduation from high school in 1979.^[10] Obama's mother returned to Hawaii in 1972 for several years, and then in 1977 went back to Indonesia, where she worked as an anthropological field worker. She stayed there most of the rest of her life, returning to Hawaii in 1994. She died of ovarian cancer in 1995.^[11]

As an adult, Obama admitted that he used marijuana, cocaine, and alcohol when in high school, which he described as his greatest moral failure at the 2008 Civil Forum on the Presidency.^[12]^[13]

Following high school, Obama moved to Los Angeles, where he studied at Occidental College for two years.^[14] He then transferred to Columbia University in New York City, where he majored in political science with a specialization in international relations.^[15] Obama graduated with a B.A. from Columbia in 1983, then at the start of the following year worked for a year at the Business International Corporation^[16]^[17] and then at the New York Public Interest Research Group.^[18]^[19]

After four years in New York City, Obama moved to Chicago, where he was hired as director of the Developing Communities Project (DCP), a church-based community organization originally comprising eight Catholic parishes in Greater Roseland (Roseland, West Pullman, and Riverdale) on Chicago's far South Side, and worked there for three years from June 1985 to May 1988.^[18]^[20] During his three years as the DCP's director, its staff grew from one to thirteen and its annual budget grew from $70,000 to $400,000, with accomplishments including helping set up a job training program, a college preparatory tutoring program, and a tenants' rights organization in Altgeld Gardens.^[21] Obama also worked as a consultant and instructor for the Gamaliel Foundation, a community organizing institute.^[22] In mid-1988, he traveled for the first time to Europe for three weeks and then for five weeks in Kenya, where he met many of his Kenyan relatives for the first time.^[23]

Obama entered Harvard Law School in late 1988. At the end of his first year, he was selected, based on his grades and a writing competition, as an editor of the Harvard Law Review.^[24] In February 1990, in his second year, he was elected president of the Law Review, a full-time volunteer position functioning as editor-in-chief and supervising the Law Review's staff of eighty editors.^[25] Obama's election as the first black president of the Law Review was widely reported and followed by several long, detailed profiles.^[25] During his summers, he returned to Chicago where he worked as a summer associate at the law firms of Sidley & Austin in 1989 and Hopkins & Sutter in 1990.^[26] After graduating with a Juris Doctor (J.D.) magna cum laude^[27]^[28] from Harvard in 1991, he returned to Chicago.^[24]

The publicity from his election as the first black president of the Harvard Law Review led to a publishing contract and advance for a book about race relations.^[29] In an effort to recruit him to their faculty, the University of Chicago Law School provided Obama with a fellowship and an office to work on his book.^[29] He originally planned to finish the book in one year, but it took much longer as the book evolved into a personal memoir. In order to work without interruptions, Obama and his wife, Michelle, traveled to Bali where he wrote for several months. The manuscript was finally published in mid-1995 as Dreams from My Father.^[29]
